The Nuclear Safety Commission (hereinafter referred to as “the NSC”) is charged with a range of missions including planning, deliberation and making decisions on regulations and policies related to nuclear safety as well as prevention of radiation hazards, based on expert knowledge on nuclear technologies and radiological protection. To fulfill these missions, the NSC developed regulatory guides and other documents (hereinafter referred to as “regulatory documents”), including basic regulatory policies for assuring the safety of nuclear facilities. The NSC reviews, with use of its regulatory documents, the adequacy of the licensing review performed by the regulatory bodies on facility basic design. In addition, the NSC audits the regulatory actions taken at subsequent stage in facility lifetimes, ranging from detailed design to construction, operation and further to decommissioning.

The Nuclear Safety Commission (NSC) is institutionalized in the Prime MinisterЃfs Cabinet Office based on the Atomic Energy Basic Law and the Law for Establishment of the Atomic Energy Commission (AEC) and the Nuclear Safety Commission. While national regulations for safety in nuclear applications are primarily under control of competent regulatory agencies (the METI, the MEXT, etc.), the NSC authorizes, as an independent and autonomous body, basic philosophy of national safety regulations, and administers the nuclear regulatory agencies and the nuclear operators. The NSC is empowered with an extraordinary authority to provide the relevant regulatory agencies with the ЃgRecommendationsЃh on behalf of the Prime Minister.

Five NSC Commissioners are appointed by the Prime Minister with the consent of the Diet for ensuring highly specialized and comprehensive judgments. Two dedicated Committees, the Committee on Examination of Reactor Safety and the Committee on Examination of Nuclear Fuel Safety, are established under the NSC and deliberate, with participation of competent experts in relevant fields, safety of nuclear reactor facilities, and other facilities for nuclear fuel fabrication, reprocessing, etc. The NSC also issues the basic policies of national nuclear safety regulations as the NSC documents, reports, regulatory guides, etc., based on the intensive investigations and discussions of experts with deep insights in respective fields of broad spectrum, such as seismic safety, radiation protection, treatment/disposal of radioactive waste, etc.
