A large corporation under the leadership of the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council, China Guangdong Nuclear Power Holding Co., Ltd. (CGNPC) was established in September 1994 with a registered capital of RMB 10.2 billion with nuclear power as its core business. With CGNPC as its core enterprise, China Guangdong Nuclear Power Group (CGNPG) is comprised of more than twenty wholly-owned or controlling subsidiaries.
CGNPG currently owns Guangdong Daya Bay Nuclear Power Station (GNPS) and Ling Ao Nuclear Power Station (LNPS) Phase I with nearly 4000 MWe of installed generating capacity. LNPS Phase II, Liaoning Hongyanhe Phase I, Yangjiang Nuclear Power Station (YNPS) Phase I and Ningde Nuclear Power Station Phase I involve over 10,000 MWe of installed generating capacity, which are currently under construction. In addition, CGNPG also exercises equity ownership of around 1000 MWe of installed generating capacity of conventional power facilities such as pump storage and thermal power stations. Active progress has also been achieved in the development of clean energy such as wind power and hydropower. As of February 28, 2007, the total assets of CGNPG stand at RMB 60.2 billion with its net assets valued at RMB 26.3 billion. As compared with the net asset of RMB 3.24 billion when founded, this is an 8-fold increase which have successfully guaranteed the maintenance and appreciation of national asset.
CGNPG had consistently complied with the guideline of “Safety First, Quality First” in building up GNPS and LNPS Phase I, in succession, to put into place the benign mechanism of “utilizing returns from existing nuclear power capacity to nurture further growth of nuclear power in a rolling-on manner”. Built on the nuclear power station of the 1000 MWe class introduced from France with significant technological innovations and modifications, CGNPG has established its own technical route of CPR1000, the improved Chinese PWR. An important industrial group in its own right in China, CGNPG has already trained up a large contingent of professionals experienced in the areas of nuclear project management, operations, and research and development associated with the technology, and has established highly effective and efficient project construction, operations management, and training systems. CGNPG has now joined ranks with international top performers in the areas of nuclear power operations, maintenance, technical support, safety supervision and quality management and so forth.
The State Council has recently put forward the policy of Active Development of Nuclear Power. To meet this demand, CGNPG has revised its strategy into “A clean energy group which centers on nuclear power, and supplies safe, environment-friendly and economical electrical power to the society”. Besides running units under operation and project construction, CGNPG sticks to the principles of professional and self-reliant development, improves its organization and management systems, and build its core competencies and management capacities. As a result, CGNPG has established the first company specialized in the field of nuclear power operation, and other specialized organizations for engineering management, engineering design, and research and development. A Nuclear Power Training Institute was established to organize the training of professionals in the field. Coalitions with the upstream and downstream of the industry chain have formed and strengthened. The capacity to manage and construct different projects across the country at the same time has been built in terms of technology, human resources, fund, management and etc.
